As data centres proliferate throughout North America, and most recently in Canadian communities like the RM of Sherwood, Olds, Alberta, Kamloops, and St. John, local governments are grappling with the management of these relatively new-to-us land uses. For many communities, data centres present an enticing economic development opportunity, promising increased non-residential tax revenue and job growth. But in many places planning tools and policy responses lag behind a quickly-evolving industry. As a result, communities may grapple with issues related to public engagement, water and energy pressures, and siting concerns. Across a disaggregated decision-making landscape, zoning and land use tools are the most widely-available tool for communities to mitigate risk, but many communities are just beginning to consider how to position themselves in response to these projects arriving in town. This interactive workshop will combine highlights from recent case studies from Canadian communities – as well as examples of international leadership – with fast-paced, collaborative identification of risks, opportunities, and potential policy responses. With a focus on climate implications of these land uses, participants will collaborate to identify approaches that maximize community benefit and mitigate harm and community stress.
