Ashley Kramer is an emerging planning professional specializing in municipal planning, policy development, and land-use analysis. She has successfully led and supported various advisory projects for municipalities, including bylaw reviews, policy updates, and public engagement initiatives.
Ashley holds a Bachelor of Arts Honours degree in Regional and Urban Planning from the University of Saskatchewan. Her education provided her with a solid foundation in land-use planning, community development, policy analysis, and sustainable growth strategies. Throughout her studies, she emphasized the connections among the built environment, governance, and community well-being, shaping her collaborative, community-focused approach to planning.
She played a key role in stakeholder and public engagement for the USask Properties Parcel A and Parcel F Concept Plan projects. Ashley continues to support planning initiatives that balance technical requirements with community priorities. She is currently pursuing her Registered Professional Planner (RPP) designation through the Saskatchewan Professional Planners Institute.
Most recently, Ashley co-presented a CREW Sask Lunch & Learn, discussing how urban planning and legal surveying contribute to successful development projects—from early-stage feasibility and approvals to project completion. The presentation highlighted how these disciplines collaborate to streamline timelines, mitigate risks, and create value throughout the development process.
This presentation will highlight the Stadium Square Concept Plan (Parcel A) and Parcel F Concept Plan, completed by Catterall & Wright in partnership with USask Properties Investment Inc. Located within both the City of Saskatoon’s University Sector Plan and the University’s College Quarter Master Plan,
Parcel A is a key growth area that requires a coordinated approach to land use, infrastructure, and long-term development.
The session will focus on how technical studies, public engagement, and concept planning were integrated to create a clear, flexible framework for future development. Catterall & Wright led the project, completing a detailed traffic-impact study that assessed current conditions and future build-out scenarios. This work identified key constraints and informed recommendations for phased roadway, intersection, and multimodal improvements.
